The Department for Business and Trade has the goal of promoting British businesses overseas by supporting business in selling their goods abroad.
As part of their ongoing mission, this agency were looking for a partner to provide information to British business about opportunities around the world for companies to bid on. Their challenge was a need for a data supplier to help them offer as many live opportunities as possible to these businesses.
Spend Network identified the data needs and provided a robust data set, working with the agency to provide an integrated solution through linking their system directly to our data API. They then used this data to identify key opportunities, applying filters to ensure only the valuable and relevant opportunities for their client businesses were presented.
The client continues to use our data aggregation and API on a daily basis. They gather international tenders, process these on their database and publish them for their users. As a result of our work, their programme was reported to be the only programme deemed ready in the event of a no deal Brexit.
This business helps private sector customers identify public sector tenders they can bid on, and sends alerts and insights to its customers. Its primary value to customers is in providing a comprehensive list of opportunities.
Gathering Public Sector tenders is difficult to do consistently and regularly at scale and so they needed a way to gather as much live tender data as possible in a simple cost effective way, allowing them to focus on their interface and customer services.
Spend Network gave API access to the business and helped them integrate it with their systems so they could provide information on as many opportunities as possible to their subscribers. The Tender Finding Service received the data for an agreed flat monthly fee regardless of how many of their customers used the provided data.
The service continues to use Spend Network's data, receiving regular detailed support to ensure they get the right set of opportunities for their customers every day.
The Cabinet Office needed to ensure they hit certain policy and political standards including fulfilling their responsibilities for publishing opportunities on a statutory portal. They also needed to better understand publishing trends for public sector buying across England. They needed a data partner who could help them obtain the data source, and reconcile the thousands of available tender documents.
We partnered with the core team to identify entities who fulfilled their statutory duty and published on Contracts Finder and those who did not.
Spend Network provided access to our API including our data augments that identify 'duplicates'. This data and augments exactly met the departments requirements to answer their questions and to improve the compliance of the UK Government in procurement.
Using this data the government monitored and assisted the government to improve its publishing and hit its target for openness. As a direct result of this, UK Government Procurement not only hit the 90% target set by the National Action Plan but exceeded it to over 95% (98% at the time of writing).
An independent , global non-profit public charity that brings open data and open government together to ensure public money is spent openly, were looking for research partner to help to quantify the value of global government procurement for a landmark piece of work.
We worked with the organisation as their data partner, quantifying the value of the market by collecting publicly available contracting records. As there was only sufficient detail to calculate annual spending for records that represent just 3% of the total market’s value, the rest we had to estimate through statistical modelling. We gathered the procurement spend from sources such as the World Bank, International Monetary Fund, Organisation for Economic Co-operation and Development and government sources then gathered a number of national metrics tracked and maintained by the World Bank such as GDP, GNI, military spend, tax revenue, total debt service, Statistical Capacity score, and Human Capital Index . We then modelled the figures, giving us country by country estimates.
